Kane-DuPage SWCD Winter Seminar

On February 17, 2016 the Kane-DuPage Soil and Water Conservation District (SWCD) hosted a winter seminar regarding the National Pollutant Discharge Elimination System (NPDES) requirements for Municipal Separate Storm Sewer System (MS4) or ILR10 permit holders. Changes to the current permit goes into effect March 1, 2016. Carl Peterson and Ellen Raimondi attended this half day seminar as part of an ongoing commitment to stay informed of state and federal regulations.

NDPES Permits:

- An MS4, or permit No. ILR40 covers discharges for MS4 communities

- A General Construction permit or No. ILR10 covers individual construction projects over 1 acre

KEY ILR10 Permit Changes:

  • “Stabilization of disturbed areas must be initiated within 1 working day of permanent or temporary cessation of earth disturbing activities and shall be completed as soon as possible but not later than 14 days from the initiation of stabilization work in an area.”

  • Stabilization practices may include: temporary seeding, mulching, buffer strips, geotextiles, and other measures

  • Incidence of Noncompliance (ION)

  • Notify the Agency Field Operations by phone or email within 24 hours of any incidence of noncompliance for violations of the SWPPP

  • Complete the ION form within 5 days
